15.6.2025. E.SPERI. Contributing comments regarding Report of Draft Decree on forest carbon absorption and storage services from Ministry of Agriculture and Environment

• Carbon is the elemental foundation of life for all species (45%). Accordingly, turning Carbon’s inherent characteristic as a natural resource into an asset for the purposes of: (1) commodification; (2) commercialization; (3) pricing; (4) financialization; and (5) capitalization through the trading of equivalent carbon credits is ILLOGICAL!
  Therefore, establishing a comprehensive legal framework that reflects and embodies the logical interdependence between carbon’s resource attribute and its asset attribute in the context of market transactions is a MATTER OF GREAT SIGNIFICANCE — if not a REVOLUTION — in steering Vietnam toward a Green Circular Economy, as part of the broader process of building a Green economic infrastructure that underpins the socialist-oriented development path.
